Most tenant problems can be resolved without paying a solicitor. Shelter, Citizens Advice, your local council and Legal Aid each cover different scenarios. Here is the full directory and how to choose the right route.
Shelter England
Shelter runs a free national helpline on 0808 800 4444 (8am–8pm weekdays, 9am–5pm weekends), an online webchat and dozens of letter templates. Best for: eviction threats, illegal eviction, homelessness, deposit disputes.
Citizens Advice
Citizens Advice has 600+ local bureaux plus online and phone advice (0800 144 8848). Best for: general tenancy queries, benefits-related housing issues, signposting to local solicitors.
Local Council Housing Team
Your council's housing options team has a duty to prevent homelessness within 56 days. Environmental Health enforces disrepair. Right to Rent complaints go through council enforcement teams.
Legal Aid — Am I Eligible?
Legal Aid in housing is means-tested but covers possession claims, illegal eviction, serious disrepair and unlawful discrimination. Check eligibility at gov.uk/check-legal-aid.
Housing Solicitors — Paid Options
Many housing solicitors offer fixed-fee initial consultations (£50–£250) and some take eviction defence on Legal Aid or no-win no-fee. Look for Law Society accreditation and Solicitors Regulation Authority registration.
Online Tools
Free templates and tools: Shelter letter templates, GOV.UK tenancy checker, the three deposit schemes' dispute portals (DPS, mydeposits, TDS), and the Private Rented Sector Ombudsman complaint form (once live).

What does the new PRS Ombudsman cover?+
Disputes between tenants and registered landlords — including complaints about property condition, communication and unreasonable refusals — once the scheme goes live in late 2026.
