EPC Rules for Landlords UK 2026–2030: C Rating Deadline & Fines

All let properties in England must currently have an EPC rating of E or above (MEES Regulations). Under the government's January 2026 Warm Homes Plan, this rises to C by 2030 for all private rentals — with fines of up to £30,000 and a £10,000 cost cap on upgrades.

Current EPC Rules (2026)

Minimum E rating. The EPC must be advertised with the property, given to the tenant before they move in, and renewed every 10 years. Letting without an EPC carries a fine of up to £5,000.

The 2030 EPC C Deadline

Under the Warm Homes Plan all new tenancies must reach EPC C from 2028, and all existing tenancies by 2030. Fines rise to £30,000. A £10,000 per-property cost cap applies to required upgrades.

How EPC Ratings Work

EPCs use an A–G scale based on a SAP (Standard Assessment Procedure) score. The average UK private rental currently rates D (around 60 points).

How to Improve Your EPC Rating

The cheapest improvements are insulation and lighting. Heat pumps and solar deliver more points but cost more.

EPC Exemptions

Exemptions exist for: high-cost properties (improvements would exceed £10,000), listed buildings where works would unacceptably alter character, certain new builds, and short tenancies. All exemptions must be registered on the PRS Exemptions Register.

EPC and Section 8 Eviction

You cannot evict a tenant to avoid carrying out EPC upgrades. Ground 6 (major works) can be used if you genuinely intend substantial works, with 4 months' notice.

Green Grants Available

Warm Homes: Local Grant, the Boiler Upgrade Scheme (heat pumps), Great British Insulation Scheme and ECO4 all offer support — eligibility depends on tenant income and property characteristics.

What if my property can't reach C rating?+
